A kinked hose, a blocked household standpipe, a small item caught in an approved-to-clean pump-trap area, or a weak drain pump can all produce the same display.
Do not order a pump from the code alone. First confirm that the machine is empty, the hose has not been crushed behind the cabinet, and the standpipe is not backing up. If the washer drains normally once after those checks but F21 returns, record when it happens: at the first drain, only on heavy loads, or after the machine has been running for a while.
